- To facilitate building advocacy for health rights of the socially excluded communities with a focus on primary health care
- To help the participants develop capacity on analyzing the context of discrimination and gaps in the realization of health rights
- To build capacity on community monitoring on health as a medium for the advocacy on health rights
- To facilitate the drawing up an action plan towards addressing entitlement gaps and issues of discrimination in accessing health services
