• The section highlighted the fundamentals of the policy review. It demonstrated that policy review includes developing an understanding upon components such as that of health entitlements of the citizens are along with essentials of health system, human resources and infrastructure of health, health insurance provisions, allocation to health in the budget, besides providing information on role of civic body (Municipality) and local governments in provision of health. 

• It suggested that it is essential to understand the background of health system and the health entitlements so that mobilisers along with the community can claim health rights and bring in changes which are expected through the process of community monitoring.
